PROBLEM BEING ADDRESSED.Parking management is one of the challenges faced by people in Kampala city yet provision of car parking is a fundamental component of all urban developments. Whether sufficient or insufficient provision, there is never a guarantee that the parking area is safe enough since security is provided manually by employing security guards. Sometimes they are the people we trust our cars with in parking areas that end up taking them. Companies have been set up to control the parking such as multiplex and different projects such as the Automated Car Parking Monitoring System, have been developed to further help out on this challenge. These have mainly focused on the allocation of parking space to cars ignoring their safety which is leading to the increase of car thefts in parking areas. In 2013, the number of the number of motor vehicles either stolen or robbed were 670. In the first six months of 2014, the number of stolen cars increased to 792, according to police crime reports. Although there was a slight reduction of stolen cars in 2015, cases of vehicles stolen are still high. Therefore, parking management still remains a big challenge till when the parking areas can be trusted for safety of cars. This called for the development of the Car to Driver Matching Security System to address this problem.
PROJECT OBJECTIVES.The main objective is to develop a system that tallies the car driver with the car on entry and exit of the parking area and compares to check if the two match.
Other Objectives
1. To study and come up with the requirements (both user and system).
2. To design of the system architecture and user interface.
3. To develop a working prototype.
4. To test and validate the authenticity of the recommendations of the system as per the specified system requirements.
SUMMARY OF FINDINGS.
Over time, car thefts have been reported within Kampala parking areas. This has been majorly due to inefficient security measures of the available parking systems which focus mainly on the car and not the driver, making parking management a challenge. A survey entitled, Car Security Enhancement In Parking Areas, was therefore carried out with a focus of exploring the requirements of a new system called Car to Driver Matching Security System to enhance security of cars in Kampala, in particular, from the experience of 15 respondents. The data collected was analyzed and results given in the paper of findings.
Specifically, the study locations were Wandegeya, Makerere university and the city Centre in Kampala district. These were chosen because the places were easily and cheaply accessed. Despite the study limitations of insufficient time and transport costs, important information was still collected. A descriptive cross sectional study design was adopted because the study required an approach to utilize various kinds of people who differ in the variable of interest but share characteristics, in this case, characteristics such as property security and awareness of car thefts. A standardized questionnaire consisting of 10 questions was used to gain insight into the respondent’s knowledge to secure cars and make suggestions and solutions towards car thefts. The respondents were 7 car drivers, 4 security personnel and 4 parking managers.
Before any interaction with the respondents, clearance and approval were obtained from Makerere University to gain trust of key information from the parking managers and the security personnel. No pressure or inducements of any kind was applied to guarantee complete confidentiality.
RESULTS:
According to the data collected and analyzed, the following were the findings of the study:
as seen from fig4.5.1,there are more female car drivers than males in Kampala and therefore the requirements have to consider the females for example most parking since women keep changing their hair and wear makeup, facial detection will be very difficult hence opting for finger print as the biometric to be used by the system.

The main security measure use in parking areas is employing security personnel to ensure car security as seen from pie chart below.

This is a manual security measure which also leads to some car thefts in cases when the security personnel are not trust worthy to keep the cars safe.
Due to such problems, the increase of car thefts keeps growing and people are not yet satisfied with the current measure. This is clearly shown in the graph below.

In conclusion, the study revealed that the use of the Car to Driver Matching Security System in parking areas will be a better automatic way of enhancing security in parking areas.
It therefore recommended that parking managers should try out the new security measure to enjoy other functionalities of the system.
